go to https://mintorangez.github.io/splatoon-paint-web to play it on the web, but is updated every major update not minor 

so you could only have 6 stamps while desktop version players can have 8 or something idk

for android, and ios, it is reccomended to go to https://mintorangez.github.io/splatoonpaint-android

as the APK is deprecated becuase its unsigned
